Storm/Severe Weather Coordination Message #3 – Heavy Rainfall/Damaging Wind/Severe Weather Potential – Friday Evening 11/2/18-Saturday 11/13/18

..First round of strong winds and heavy rainfall moved through the area this morning. Another round of heavy rainfall and the potential for an Isolated Strong to Severe thunderstorm is expected late tonight into Saturday Morning. Strong to damaging winds is the main threat with any severe thunderstorm and the Storm Prediction Center (SPC) has maintained a marginal risk for severe weather in Western New England through early Saturday Morning and expanded it to Eastern New England for Saturday Morning into early afternoon..
..Strong to damaging winds behind the cold front are expected Saturday Afternoon into the evening. A High Wind Warning is now in effect from Noon to 7 PM Saturday for Essex, Middlesex, Suffolk and Norfolk Counties as well as Cape Cod and the Islands for sustained winds of 20-30 MPH with gusts of 50-60 MPH. A Wind Advisory is now in effect for the rest of the NWS Boston/Norton coverage area from Noon to 7 PM Saturday for sustained winds of 15-30 MPH with gusts between 45-55 MPH. These winds will result in isolated to scattered pockets of tree and wire damage and isolated to scattered power outages..

The first round of rain and strong winds has moved through the area with wind gusts in the 40-50 MPH range in portions of Southeast New England and some isolated tree damage. The second round of heavy rain and strong to damaging winds will come into the region late Friday Night and Saturday Morning with the potential of an isolated strong to severe thunderstorm bringing strong to damaging winds as the primary threat with a low but non-zero threat of an isolated tornado. Following the next slug of heavy rain and strong winds, the cold front will sweep through the area resulting in a period of strong to damaging winds across the region during Saturday Afternoon and Evening. ..Heavy rainfall with the possibility of an isolated severe thunderstorm late this morning and again Friday Evening into early Saturday Morning. The Storm Prediction Center (SPC) has maintained a marginal risk for severe weather in Western New England with strong winds now the main threat in any severe thunderstorm, however, the severe thunderstorm risk overall has been reduced since the last update. Heavy rainfall could lead to urban and poor drainage flooding in localized areas that receive heavy rainfall. Strong to Damaging Wind threat for Saturday Afternoon into the evening has increased..
..A High Wind Watch is now in effect for the entire NWS Boston/Norton coverage area from Saturday Afternoon through Saturday Evening for sustained winds of 20-30 MPH with wind gusts to 60 MPH possible. These winds will cause isolated to scattered pockets of tree and wire damage and isolated to scattered power outages..
..SKYWARN Self-Activation will monitor conditions Friday into Saturday Morning. SKYWARN Activation with Ops at NWS Boston/Norton are possible Saturday Afternoon and Evening..

Not much change to the previous coordination message and the headlines depict the current update. The key changes are as follows:
1.) The severe thunderstorm risk is reduced but an isolated severe thunderstorm cannot be ruled out in the area. Heavy rainfall and localized urban and poor drainage flooding remain concerns.
2.) The risk for strong to damaging winds has increased for Saturday Afternoon and Evening and a High Wind Watch is now in effect for the entire NWS Boston/Norton coverage area.

..A High Wind Warning is now in effect from 600 AM-500 PM for Southeast Coastal Massachusetts, Cape Cod and the Islands and South Coastal Rhode Island and a High Wind Warning is in effect from 900 AM-800 PM for Eastern Essex, Suffolk and Eastern Norfolk Counties of Massachusetts for sustained winds of 20-30 MPH with gusts to 60 MPH. These winds will be sufficient for isolated to scattered pockets of tree and power line damage and isolated to scattered power outages..
..A Wind Advisory is now in effect from 1100 AM-600 PM Saturday for Western Norfolk and Northern Bristol Counties of Massachusetts and Kent and Bristol Counties of Rhode Island and a Wind Advisory is now in effect from 2 PM-8 PM Saturday for Central and Southeast Middlesex and Western Essex Counties for sustained winds of 15-20 MPH with gusts 45-50 MPH. These winds will be sufficient for isolated pockets of tree and power line damage and isolated power outages..
..A Coastal Flood Advisory is now in effect from 1100 AM-600 PM Saturday for East Coastal Massachusetts, Cape Cod and the Islands for minor coastal flooding at the time of high tide with up to 1 foot of inundation across the most vulnerable portions of the coast line..
..A Flash Flood Watch is now in effect from Saturday Morning through Saturday Evening for Southeast Massachusetts and Rhode Island including the islands for 2-3″ of rainfall with isolated higher amounts and the potential for urban and poor drainage flooding in the areas that receive the heaviest rainfall..
..SKYWARN Activation with Ops at NWS Boston/Norton will commence by 730 AM Saturday Morning lasting through Saturday Night for the coastal storm..
A strong coastal storm remains on track to impact Southern New England. The updated headlines cover the storm potential. Factors that will be defined as the storm unfolds include the following:
1.) There maybe some snow/sleet mix at the start in extreme northwest portions of the NWS Boston/Norton coverage area.
2.) The extent of strong winds in Eastern New England could be subject to some fluctuation. There are even stronger winds just offshore that if those winds could go over land could lead to slightly greater wind impacts. High Wind Warnings have been issued and expanded to cover much of East and South Coastal New England.
3.) There is the possibility of an isolated severe thunderstorm along the coastal storm warm front in Southeast New England. While this is a low probability, given the trends over the past summer into fall on marginal severe weather potential becoming realized, it is noted as a possible threat. The isolated severe thunderstorm potential if it were to materialize would mean isolated pockets of more significant wind damage in any area impacted by the severe thunderstorm and there is even the possibility of an isolated tornado or waterspout.
4.) Localized urban and poor drainage flooding is possible in areas that receive convective rainfall that enhances rain totals. A Flash Flood Watch has now been posted in Southeast New England where this potential is greatest.
SKYWARN Activation with Ops at NWS Boston/Norton will commence by 730 AM Saturday Morning lasting through Saturday Night for the coastal storm. This will be the last coordination message on this system as we shift into operations mode. ..Isolated Strong to Severe Thunderstorms are possible in Southeast New England (Rhode Island and Southeast Massachusetts) late Monday Afternoon into this evening as we see a brief warm up during the Monday Afternoon/early evening hours followed by a strong cold front bringing renewed fall temperatures to the region. Strong to damaging winds, heavy rain and lightning will be the main threats. The Storm Prediction Center (SPC) has placed portions of Southeast New England in a marginal risk of severe weather..
..There could also be some general strong winds ahead of and behind the cold front but these winds should fall short of wind advisory criteria at this time..

..Tropical Storm Michael will become post tropical and intensify as a post tropical system passing well south and east of Southern New England but his interaction with a cold front and the unusually humid air mass for this time of year will set the stage for heavy rainfall with the potential of flash flooding in localized locations in Southern New England as well as strong wind gusts possibly to 40 to 50 MPH over Southeast Coastal New England..
..A Flash Flood Watch remains in effect from Thursday Morning to Thursday Night for Northern Connecticut, Western, Central and Northeastern Massachusetts for 1 to 2″ of rainfall in a short period of time and localized higher amounts possible. A Flash Flood Watch remains in effect from Thursday Afternoon to Friday Morning for Rhode Island and Southeast Massachusetts including Cape Cod for 2-3″ of rain with isolated higher amounts of 3-5″ of rain. A Flash Flood Watch remains in effect from Thursday Afternoon to Friday Afternoon for Cape Cod and the Islands for 3-5″ amounts with localized higher amounts of 4-6″. This rainfall could produce urban and poor drainage flooding and some small river and stream flooding..

As the cold front swings through, Tropical Storm Michael will exit off the Mid-Atlantic and intensify as a post tropical system as it tracks southeast of Nantucket. The cold front will entrain moisture from Michael and bring the potential for localized heavy rainfall and flooding to flash flooding of urban and poor drainage areas. The headlines cover the flood potential. There is also the potential for wind gusts of 40-50 MPH in two rounds one during Thursday late afternoon and evening and the other in Friday Morning into early afternoon across Southeast Coastal New England.

SKYWARN Activation in some form is likely Thursday into Friday with Ops at NWS Boston/Norton possible. Please note that the KA1RCI Repeater system used for SKYWARN is having link trouble and any SKYWARN Activation needed for Rhode Island will fall back to the 146.76-Scituate, RI Repeater. As we move into operations mode, a shortened coordination message may be posted to update the situation if time allows and ops at NWS Boston/Norton is initiated.
