P3 Hurricane Hunter Aircraft Updated Event Information

Below are particulars on Amateur Radio activities for this event for the plane’s first stop at Quonset State Airport in North Kingstown, RI:

The P3 Hurricane Hunter Aircraft will be at Quonset State Airport in North Kingstown, RI. The tour will be open to the public from 3-6 PM. Amateur Radio Operators from the Taunton Amateur Radio Group, ARES, SKYWARN, MARS and SATERN will be present with a special event station and assisting with event communications and logistics on behalf of the National Weather Service in Taunton.

We will be attempting to make contact with the National Hurricane Center Amateur Radio station, WX4NHC in Miami Florida via HF and Voice Over IP from 130-430 PM EDT/1730-2030 UTC. The following frequencies will be utilized for HF for contacting WX4NHC:

Primary HF=14.325 MHz USB (Propagation Dependent)
Backup HF #1=7.268 MHz LSB (Propagation Dependent)
Backup HF #2=21.325 MHz USB (Propagation Dependent)

On VoIP, we will be utilizing the EchoLink *NEW-ENG* Node: 9123/IRLP 9123 or the New England Network/Reflector system.

….Eastern Massachusetts ARES will be placed on stand-by from 9 AM Sunday through 7 PM on Marathon Monday to guard against any problems from this nor’easter and to have additional support with the displacement of Amateur Radio resources over the Boston Marathon route Monday. Other areas should seek advice from ARES/RACES leadership on any activation status for this storm….

A major nor’easter is expected to impact the region Sunday into Monday. The worst conditions will impact the area Sunday with residual impact into Monday. This coordination message will be broken down into a synopsis section, weather threats section, followed by Boston Marathon impact section, followed by SKYWARN and ARES activation status section.

Synopsis

A powerful nor’easter will impact Southern New England Sunday into Monday. TV media has made historical references that this is a nor’easter situation that hasn’t been seen since the early 1990’s. While it is a difficult to make these references and have them verify, SKYWARN Spotters and Amateur Radio Operators should be prepared for reporting the multiple threats that this storm brings to the region and be vigilant that a very strong storm will affect the region.

Models are very consistent on a powerful storm that will stall out over the area for a period of time before moving slowly out to sea Tuesday and Wednesday. Models are now converging on track that takes the storm right over Southern New England and stalls the storm out over us Monday Morning. This means the heaviest precipitation will occur Sunday into Monday Morning and then become lighter and more intermittent as the day wears on Monday. Latest model consensus also depicts that both the East and South Coasts of Massachusetts will be affected with coastal flooding on the Sunday Evening high tide. The Monday Morning high tide coastal flood risk will favor South Coastal Massachusetts/Rhode Island and the Cape and Islands. The Monday Evening and Tuesday high tide impacts will be more over North and East Coastal Massachusetts. The Monday late morning and evening coastal flood threat will be dealt with more after the Sunday into Monday aspect of this storm has passed.

Overall with either track, the strongest conditions will be felt Sunday and Sunday Night with some level of residual impact on Monday with the level of impact dependent on the eventual track of the storm. Heavy precipitation and strong winds are also likely with either track Sunday Afternoon through late Sunday Night.

We’ll now get into each of the threats for the region:

Flood and Heavy Rainfall Threat

Heavy rainfall from this storm is expected with the best consensus guidance calling for 2-4” of rain with isolated 5” amounts over the region. A Flood Watch is in effect for all of the NWS Taunton County Warning Area. 2” of rain over the region would be sufficient to cause minor flooding over some river basins in the area with some minor river/stream flooding as well as urban flooding. Higher amounts would lead to a more moderate flood event for rivers and streams and significant urban and poor drainage flooding. The potential at this time is for widespread pockets of urban/poor drainage and river and stream flooding affecting a good portion of the watch area. While some mixed precipitation will occur, especially over Northwest parts of the Flood Watch area, precipitation amounts are still potentially sufficient to support the potential for flooding even in these areas.

Coastal Flood Threat

Coastal Flooding is possible at the time of high tide Sunday Evening with a Coastal Flood Warning is now in effect for East and South Coastal Massachusetts, Cape Cod and the Islands and South Coastal Rhode Island for this timeframe. With the latest model guidance, it now appears that both South Coastal Massachusetts and Rhode Island and Cape Cod and the Islands as well as East Coastal Massachusetts will experience moderate coastal flooding conditions for the Sunday evening High tide. Additional tide cycles may be affected with the South Coast of Massachusetts, Rhode Island and Cape Cod and the Islands being the primary threat on the Monday Morning high tide as winds turn almost southerly and then the threat swinging back to East Coastal Massachusetts as winds turn more north and northeasterly.

Snow and Sleet Threat

A Winter Weather Advisory is now in effect for Southwest and South-Central New Hampshire, and Northwest Massachusetts. In this area, 2-6” of snow is expected and with the highest amounts over the higher terrain locations of the advisory area. The precipitation will change over to rain in this area and be heavy at times with the potential of flooding of urban and poor drainage areas as well as rivers and streams.

High Wind Threat

A High Wind Warning is now in effect for South Coastal Massachusetts and Rhode Island and Cape Cod and the Islands from 2 PM Sunday Afternoon through 6 AM Monday Morning. Sustained winds of 25-40 MPH with gusts 60 MPH or slightly higher are possible. This will be enough to cause pockets of tree and power line damage and pockets of power outages. A High Wind Watch is now in effect for Sunday Afternoon through late Sunday Night for East Coastal Massachusetts for the potential of similar strong to damaging winds that the south coast will experience. Other points inland in Southern New England may experience sustained winds of 25-35 MPH with gusts in the 40-50 MPH range or slightly higher and this area may come under either Wind Advisories in future updates.

Boston Marathon Impact

The good news is that regardless of track, it appears the worst conditions will occur Sunday into early Monday Morning before the start of the marathon, however, conditions will still be far less than ideal with at a moderate rain tapering down to light rain and drizzle, temperatures in the mid to upper 30’s and lighter winds of 10-20 MPH with higher gusts over the course route. There will be a lot of standing water in poor drainage areas with very moist soil conditions. It will be a cool, wet and raw day for running and it will be very difficult on the 200 Ham Radio volunteers and over 6,000 volunteers on the course route along with the runners. Here are some safety tips and items to keep in mind if you are volunteering for the Marathon or want to watch the marathon as a spectator:

1.) Wear multiple layers of clothing so you can stay warm.

2.) Wear water resistant clothing as the top layer of clothing.

3.) Wear boots or shoes that are resistant to the wet soil and road conditions.

4.) For Marathon volunteers and Amateur Radio Operators at the marathon, be sure that all items at first aid and water stations are secured wherever possible. While winds will not be as strong as initially thought, winds will still make conditions very raw and loose items will be blown about.

5.) For Marathon volunteers and Amateur Radio Operators at the marathon, keep an eye out for potential issues with flooding from urban/poor drainage that may affect the runners or your first aid/water stations and notify the Amateur Radio Net Control center for guidance

6.) For Marathon volunteers and Amateur Radio Operators at the marathon, if your first aid and/or water station is near a river or stream, keep an eye on that river or stream and if you fear that it is near flood or could cause a problem for the station, notify the Amateur Radio net control center immediately for guidance.

If there are additional safety tips or significant change in the forecast, this section will get updated as required.

SKYWARN and ARES Activation Status

SKYWARN Activation with Ops at NWS Taunton is beginning at 8 AM and lasting through early Monday Morning with the potential for overnight activation and the activation lasting into Monday.

With the displacement of Amateur Radio Operators in Eastern Massachusetts due to the Boston Marathon occurring while this major storm takes place and the fact that a few local agencies including Peabody EMA and MEMA Region 1 have requested some level of Amateur Radio support, Eastern Massachusetts ARES will be placed on stand-by activation from 9 AM Sunday until 7 PM Monday. Details are available on that status on the Eastern Massachusetts ARES web site at http://ares.ema.arrl.org along with other email lists. ARES/RACES Groups in other parts of the NWS Taunton County Warning Area should seek advice from their local/regional leadership if any activation plans are required for their area.

….Major Nor’easter Prompts Issuance of Multiple Watches for Heavy Snow/Ice, Heavy Rain and Flooding, Damaging Winds and Coastal Flooding at the time of the Sunday Evening High Tide….

….A Flood Watch is in effect for Eastern Hillsborough County NH, Rhode Island, Connecticut and Massachusetts except for Franklin County from Sunday Afternoon through Monday Afternoon….

….A Coastal Flood Watch is in effect for East Coastal Massachusetts, South Coastal Rhode Island and South Coastal Massachusetts including Cape Cod and the Islands for the Sunday Evening High Tide for the risk of at least moderate coastal flooding at the time of high tide. Additional high tide cycles maybe affected depending on the track and intensity of the storm as we get into the Monday tide cycles. Threat appears to have shifted to South Coastal Massachusetts/Rhode Island and Cape Cod and the Islands but Northeast areas should continue to monitor this event closely as the watch is in effect for all areas….

….A Winter Storm Watch is in effect for Southwest and South-Central New Hampshire, Franklin and Western Hampshire Counties of Massachusetts for Sunday Afternoon through late Sunday Night. Locations just south and east of this area may see a start with snow and sleet that will move quickly over to rain…..

….Worst of Storm Will Affect the Region Sunday but residual effects of the storm will be felt during the Boston Marathon on Monday. There is also the possibility of continued steady moderate rain during the Marathon if a more offshore storm track occurs but the strongest winds are now expected to occur prior to Marathon Monday…..

….SKYWARN Activation with Ops at NWS Taunton is expected to start around 7-8 AM and last through at least 1 or 2 AM Monday with the potential for overnight activation and Ops extending into Monday….

….Eastern Massachusetts ARES will be placed on stand-by Sunday through Marathon Monday to guard against any problems from this nor’easter and to have additional support with the displacement of Amateur Radio resources over the Boston Marathon route Monday. Other areas should seek advice from ARES/RACES leadership on any activation status for this storm….

A major nor’easter is expected to impact the region Sunday into Monday. The worst conditions will impact the area Sunday with residual impact into Monday. A powerful nor’easter will impact Southern New England Sunday into Monday. TV media has made historical references that this is a nor’easter situation that hasn’t been seen since the early 1990’s. While it is a difficult to make these references and have them verify, SKYWARN Spotters and Amateur Radio Operators should be prepared for reporting the multiple threats that this storm brings to the region and be vigilant that a very strong storm will affect the region.

Models are very consistent on a powerful storm that will stall out over the area for a period of time before moving slowly out to sea Tuesday and Wednesday. Models diverge on a track over the region and this has an impact on precipitation totals and which area may be affected by coastal flooding and for how long that impact will be. Several reliable models forecast the storm to stall out right over Southern New England by Monday Morning. This would mean that precipitation would shut off over the area by Monday Morning and winds will decrease Monday before the storm slides offshore of Southern New England Tuesday and Wednesday. It would also mean the greatest risk of coastal flooding is over South Coastal Massachusetts/Rhode Island and Cape Cod and the Islands Sunday with less of a threat for multiple high tide cycles to be affected on Monday and Tuesday. Other models keep the storm more offshore just south and east of Long Island and the Southern New England which would mean higher precipitation totals and continued rain up to moderate intensity and a bit more wind for Monday. It would also mean a greater risk of coastal flooding over north and east facing areas with the threat potential occurring over multiple high tide cycles.

Overall with either track, the strongest conditions will be felt Sunday and Sunday Night with some level of residual impact on Monday with the level of impact dependent on the eventual track of the storm. Heavy precipitation and strong winds are also likely with either track Sunday Afternoon through late Sunday Night.

We’ll now get into each of the threats for the region:

Flood and Heavy Rainfall Threat

Heavy rainfall from this storm is expected with the best consensus guidance calling for 2-4” of rain with isolated 5” amounts over the region. A Flood Watch is in effect for all of the NWS Taunton County Warning Area except for Franklin County Massachusetts and Cheshire and West-Central Hillsborough County of New Hampshire. 2” of rain over the region would be sufficient to cause minor flooding over some river basins in the area with some minor river/stream flooding as well as urban flooding. Higher amounts would lead to a more moderate flood event for rivers and streams and significant urban and poor drainage flooding. There will most likely be a heavier swath of rain over the region but it is difficult to determine that region so the Flood Watch has been issued for almost the entire area to monitor this threat.

Coastal Flood Threat

Coastal Flooding is possible at the time of high tide Sunday Evening with a Coastal Flood Watch in effect for East and South Coastal Massachusetts, Cape Cod and the Islands and South Coastal Rhode Island for this timeframe. With the latest model guidance, the greatest threat now appears to be South Coastal Massachusetts and Rhode Island and Cape Cod and the Islands as winds are expected to turn East and Southeast but if the storm tracks further offshore, the winds will be more Northeast and affect the East Coastal Massachusetts area with the possibility of multiple high tide cycles affected. Future model runs and guidance will give a better understanding of which area is affected and Coastal Flood Warnings will likely be issued for a portion of the area for the Sunday Evening high tide.

Heavy Snow and Sleet Threat

A Winter Storm Watch is in effect for Cheshire and West-Central Hillsborough County NH as well as Franklin and Western Hampshire Counties of Massachusetts. In this area, 4-8” of snow and sleet is expected before a changeover to rain. This wet snow and sleet coupled with strong winds could cause some isolated tree and power line damage and power outages. The snow and sleet will eventually change to rain in this area. A more offshore storm track may allow for some level of additional accumulation and this threat will be monitored. It is noted that areas just south and east of the watch area may see some snow and sleet before changing over to rain with a light accumulation before the changeover.

High Wind Threat

A High Wind Watch is in effect for South Coastal Massachusetts and Rhode Island and Cape Cod and the Islands for Sunday Afternoon through late Sunday Night. Sustained winds of 25-40 MPH with gusts 60 MPH or slightly higher are possible. This will be enough to cause pockets of tree and power line damage and pockets of power outages. The watch will likely be converted to a warning for this area for this timeframe. Areas of East Coastal Massachusetts and other points just inland may see similar conditions with sustained winds of 25-35 MPH with gusts in the 50-55 MPH range or slightly higher and this area may come under either Wind Advisories or High Wind Watches/Warnings in future updates.

Boston Marathon Impact

The good news is that regardless of track, it appears the worst conditions will occur Sunday into early Monday Morning before the start of the marathon, however, conditions will still be far less than ideal with at a minimum light rain and drizzle (possibly moderate rain if the storm track is more offshore), temperatures in the mid to upper 30’s and lighter winds of 10-20 MPH (possibly a bit stronger if the storm is more offshore) over the course route. There will be a lot of standing water in poor drainage areas with very moist soil conditions. It will be a cool, wet and raw day for running and it will be very difficult on the 200 Ham Radio volunteers and over 6,000 volunteers on the course route along with the runners. Here are some safety tips and items to keep in mind if you are volunteering for the Marathon or want to watch the marathon as a spectator:

1.) Wear multiple layers of clothing so you can stay warm.

2.) Wear water resistant clothing as the top layer of clothing.

3.) Wear boots or shoes that are resistant to the wet soil and road conditions.

4.) For Marathon volunteers and Amateur Radio Operators at the marathon, be sure that all items at first aid and water stations are secured wherever possible. While winds will not be as strong as initially thought, winds will still make conditions very raw and loose items will be blown about.

5.) For Marathon volunteers and Amateur Radio Operators at the marathon, keep an eye out for potential issues with flooding from urban/poor drainage that may affect the runners or your first aid/water stations and notify the Amateur Radio Net Control center for guidance

6.) For Marathon volunteers and Amateur Radio Operators at the marathon, if your first aid and/or water station is near a river or stream, keep an eye on that river or stream and if you fear that it is near flood or could cause a problem for the station, notify the Amateur Radio net control center immediately for guidance.

If there are additional safety tips or significant change in the forecast, this section will get updated as required.

SKYWARN and ARES Activation Status

SKYWARN Activation with Ops at NWS Taunton is likely beginning at 7 or 8 AM and lasting through early Monday Morning with the potential for overnight activation and the activation lasting into Monday. This will be defined further in the next coordination message.

With the displacement of Amateur Radio Operators in Eastern Massachusetts due to the Boston Marathon occurring while this major storm takes place and the fact that a few local agencies including Peabody EMA and MEMA Region 1 have requested some level of Amateur Radio support, Eastern Massachusetts ARES will be placed on stand-by activation Sunday Morning into Monday Afternoon. Details will be available on that status on the Eastern Massachusetts ARES web site at http://ares.ema.arrl.org along with other email lists. ARES/RACES Groups in other parts of the NWS Taunton County Warning Area should seek advice from their local/regional leadership if any activation plans are required for their area.

THE NATIONAL WEATHER SERVICE IN TAUNTON MASSACHUSETTS WILL HOST THE FIRST STOP OF THE 2007 EAST COAST HURRICANE AWARENESS TOUR AT QUONSET STATE AIRPORT IN NORTH KINGSTOWN RHODE ISLAND ON MONDAY APRIL 30 2007. THE DAY WILL FEATURE TOURS BY THE PERSONNEL OF THE
NOAA WP3 ORION HURRICANE HUNTER AIRCRAFT. THE AIRCRAFT WILL BE OPEN TO THE PUBLIC FROM 3 TO 6 PM. THE THEME FOR THE VISIT WILL BE…BE AWARE…BE PREPARED.

THE HURRICANE AWARENESS TOUR…OR HAT AS IT IS KNOWN…IS AN INTEGRAL PART OF AN ANNUAL CAMPAIGN TO RAISE AWARENESS AND PREPARATION FOR THE ATLANTIC HURRICANE SEASON…WHICH RUNS FROM JUNE 1 THROUGH NOVEMBER 30. THE HAT ALTERNATES BETWEEN THE ATLANTIC AND GULF OF MEXICO COASTS EACH YEAR.

PRESCHEDULED BRIEFINGS FOR PUBLIC SAFETY OFFICIALS AND MIDDLE SCHOOL STUDENTS FROM THE WEST BAY AREA OF RHODE ISLAND WILL BE CONDUCTED IN THE MORNING AND EARLY AFTERNOON…HOSTED BY THE QUONSET POINT AIR NATIONAL GUARD 143RD AIRLIFT WING.

AMATEUR RADIO OPERATORS FROM RHODE ISLAND…MASSACHUSETTS AND HILLSBOROUGH COUNTY NEW HAMPSHIRE WILL PROVIDE LIVE COMMUNICATIONS DIRECTLY TO THE NATIONAL HURRICANE CENTER IN MIAMI…AS WELL AS
COMMUNICATIONS SUPPORT THROUGHOUT THE EVENT.

IN PREPARATION FOR THE VISIT…THERE WILL BE A LIVE BROADCAST ON ALL NOAA WEATHER RADIO ALL HAZARDS STATIONS RUN BY THE NATIONAL WEATHER SERVICE IN TAUNTON. THE SHOW…DINNER WITH DUNHAM…WILL AIR ON
MONDAY APRIL 23 AT 630 PM…HOSTED BY ALAN DUNHAM.

THE AIRCRAFT WILL BE ON DISPLAY NEAR THE QUONSET STATE AIRPORT TERMINAL BUILDING ON AIRPORT STREET…ALONG WITH THE INFORMATION STATIONS. PARKING WILL BE AVAILABLE TO THE NORTH OF THE TERMINAL BUILDING. FOLLOW THE SIGNS OFF OF ROGER WILLIAMS WAY TO QUONSET STATE AIRPORT.
