A wintry mix will affect portions of interior Southern New England late this afternoon and early evening lasting into Wednesday Morning. The headlines of this coordination message depict the latest information and areas affected. This wintry mix is largely to be a travel concern but there will be monitoring for northwest parts of the NWS Taunton coverage area where ice accretion could reach 0.15″ with isolated amounts to 0.25″. If 0.25″ amounts are realized, this may allow for isolated pockets of tree and wire damage and isolated power outages and this will bear watching.

As we move into later Wednesday Afternoon, Wednesday Night and into Thursday Morning, heavy rainfall will impact the area with the potential for strong to damaging winds particularly in Southeast New England but potentially in other areas if heavy rains can bring the stronger winds down to the surface or a line of thunderstorms is able to develop which could allow for strong winds to reach the surface along or ahead of the convective line. Rainfall amounts of 1-2″ are likely with isolated higher amounts possible along with the strong winds. The strongest winds are expected between 3-9 AM. Minor coastal flooding along South Coastal Massachusetts and South Coastal Rhode Island given the strong southerly winds is possible as well. These potential hazards will be detailed further in future coordination messages.

..A High Wind Warning is now in effect from 1 to 10 PM Tuesday for Eastern Essex, Suffolk, Southeast Middlesex, Norfolk, Bristol and Plymouth Counties, Cape Cod and the Islands and all of Rhode Island for a period of strong to damaging winds sustained at 15 to 25 MPH with gusts up to 60 MPH when a band of heavy rain and even embedded thunderstorms move through the region. These winds could cause isolated to scattered pockets of tree and wire damage and power outages..
..A Wind Advisory is now in effect from 1 to 7 PM Tuesday for Windham County Connecticut and Central Middlesex, Southern Worcester and Western Essex Counties of Massachusetts for sustained winds of 10 to 20 MPH with gusts up to 50 MPH when a band of heavy rain and even embedded thunderstorms move through the region. During the late afternoon and evening on Monday, light snow amounts and icing occurred over the region with temperatures remaining below freezing. Through the overnight, Southeast New England has warmed above freezing with northern and western areas remaining at or below freezing. Winter Weather Advisories remain in effect through 9 AM per the headlines for light icing conditions as much of the precipitation changed to sleet and then freezing rain around or after midnight in the remaining advisory areas while other parts of the region changed over to rain after a period of snow, sleet and freezing rain. After mid-morning, attention turns to the heavy rainfall and damaging wind threats. The headlines indicate the current High Wind Warning and Wind Advisory areas across much of Eastern Massachusetts, Rhode Island and Northeast Connecticut. As is generally the case with southerly winds, it is difficult to know how much wind will reach the surface. A few degree temperature change and the ability of precipitation to drag the strong wind to the surface are always key in determining how much of the winds reach the ground. The current model runs suggest the scenarios as listed in the current warnings and advisories. Brief heavy rainfall may also cause urban and poor drainage flooding between the heavy rainfall and the snow melt.

SKYWARN Self-Activation will be monitoring the storm today with Ops at NWS Taunton possible as we move towards this afternoon and evening for the strong to damaging wind and heavy rainfall threats. A strong storm system will track west of Southern New England Monday Night through Tuesday Night. The track of the storm known as an “inside runner” will bring a period of snow and mixed precipitation to portions of interior Southern New England before precipitation changes to rain. The storm message headlines depict the areas where Winter Weather Advisories are in effect. The main change was to expand the Winter Weather Advisories to all locations except Cape Cod and the Islands. A wintry mix of precipitation is expected across Eastern Massachusetts and Rhode Island before a changeover to rain with some sleet and freezing rain making for hazardous travel in these areas. The freezing rain will last longer in Western and Central parts of Southern New England. At this time, expecting all icing to be more of a road hazard then a damage concern but this will be monitored. The cold ground from the recent cold weather may allow for icing to last longer even at marginal temperatures.

There will be very strong winds aloft and at this time while their remains uncertainty as to how much wind and how long any strong wind could mix down to the surface, there remains a concern for a short period of strong to damaging winds causing isolated tree and wire damage and isolated power outages in Eastern New England where a High Wind Watch is in effect from Tuesday Afternoon through Tuesday Evening for much of East Coastal and Southeast Massachusetts and all of Rhode Island except Northwest Rhode Island. Minor urban and poor drainage flooding is possible in heavy rainfall with any snow melt through the day on Tuesday with 1-1.5″ rainfall amounts possible.  At this time the strongest winds are expected to occur at low tide precluding a threat for minor coastal flooding along the South Coast of Massachusetts and Rhode Island but this will continue to be monitored.

Overnight, a coating to 1.5″ of snow occurred over Cape Cod and the Islands and southeast coastal Massachusetts. Another round of light ocean effect snow could affect Cape Cod, particularly the Outer Cape, tonight into Sunday Morning with the possibility of 1-3″ of snow with localized 4″ amounts possible. Less than 1″ of snow is possible on other parts of the Cape, the islands and East Coastal Massachusetts. A Special Weather Statement has been issued for this ocean effect snow potential.

The coldest air of the 2015-2016 winter season is on track to affect Southern New England with Wind Chill Warnings and Wind Chill Advisories in affect across the entire area for life threatening cold wind chills and record cold ambient low temperatures. The Wind Chill Warning and Advisory headlines cover the strong wind threat as well with wind gusts in the 40-50 MPH range with isolated higher gusts likely. These winds may cause isolated pockets of tree and wire damage and isolated power outages. All concerned should review and follow cold weather safety rules as these winds and the extreme cold take hold over the region this weekend.

The Wind Chill Warning and Advisory headlines cover the strong wind threat as well with wind gusts in the 40-50 MPH range with isolated higher gusts likely. ..A Wind Chill Warning is now in effect from 4 PM Saturday until Noon Sunday for the entire NWS Taunton Coverage Area except for the South Coast of Massachusetts and Rhode Island and Cape Cod and the Islands. Wind Chills could dip as low as 20 to 30 below zero with isolated interior locations hitting 35 below zero. Ambient air temperatures will be 5 below to 5 above zero at the coast and 5 below zero to 15 below zero in the interior. Winds will be sustained at 15-25 MPH with gusts up to 45 MPH range with isolated higher gusts possible at the coast. This is life-threatening cold that can bring frostbite exposure with just 10 minutes of exposure to the cold..
..A Wind Chill Watch remains in effect from Saturday Afternoon through Sunday Afternoon for the south coast of Massachusetts and Rhode Island including Barnstable County Massachusetts for wind chills as low as 25 below zero and ambient temperatures of 5 below to 5 above zero with sustained winds of 15-30 MPH with gusts in the 45-50 MPH range..

With a track closer to the Southern New England, this brings a potential blizzard to Southeast coastal Massachusetts and significant snowfall and winds to the rest of Southeast Massachusetts and higher snowfall totals region wide..
..A Blizzard Warning is now in effect from 4 AM-7 PM Monday for Plymouth County and Cape Cod and the Islands for 8-12″ of snow with a band of 12-18″ amounts likely within the blizzard warning area. Nantucket will get somewhat less snow with 4-8″. Sustained winds of 30-40 MPH with gusts of 65-70 MPH and possibly isolated higher gusts are now likely in the blizzard warning area. The strong to damaging winds, additional snowfall and prior winter storm could result in scattered pockets of tree and wire damage and power outages..
..A Winter Storm Warning is now in effect from 4 AM Monday Morning to 7 AM Tuesday Morning for Essex, Central and Southeast Middlesex, Southern Worcester, Suffolk, Norfolk, and Northern Bristol Counties of Massachusetts and Providence, Eastern Kent, Bristol and Newport Counties of Rhode Island for 6-10″ of snow with isolated higher amounts and sustained winds of 15-25 MPH with wind gusts up to 40-45 MPH likely. ..A Coastal Flood Warning is in effect for the late Monday Morning/Midday High Tide Cycle for Eastern Plymouth County, Cape Cod and Nantucket for minor to moderate coastal flooding meaning the potential for flooded shore roads and road closures at the time of that high tide cycle and a Coastal Flood Advisory is in effect for East Coastal Massachusetts north of Scituate and Hull through Boston and Cape Ann for minor to pockets of moderate coastal flooding at the time of high tide..
..SKYWARN Activation with Ops at NWS Taunton will commence by 6 AM for this major winter storm and blizzard. Will request a number of call-up nets on various SKYWARN Repeaters across the Winter Storm, Blizzard and Coastal Flood Warning areas and some advisory areas. ARES/RACES groups especially in Eastern New England, should closely monitor the guidance of local ARES/RACES/EMCOMM/Emergency Management groups regarding this storm system..

Another major winter storm and for Southeast Coastal Massachusetts, potentially another blizzard, will affect portions of Southern New England. The headlines of the message reflect the current thinking on this upcoming winter storm given a more westward trend in the guidance. Some of the key items of uncertainty at this time include:

1.) How far west for the heavier snowfall
As we have seen in prior winter storms in this 2015-2016 winter, we have seen storm tracks on model runs indicate just southeast New England areas affected only to have the western cutoff of the heavier snow retrograde back further west into other parts of Southern New England. This trend has held true with this storm system with model runs trending further west with this storm system meaning greater impacts across Southeast coastal Massachusetts and the rest of Eastern Massachusetts, and Rhode Island and greater snowfall totals in the rest of the NWS Taunton coverage area. The current headlines reflect the latest thinking.

2.) Ocean Effect Snow band setup
Ocean effect snow bands and their setup could result in localized areas of heavier snow where these bands setup which is difficult to pinpoint. The greatest risk areas are over East Coastal Massachusetts and Cape Cod and the Islands and that is why higher amounts in the 12-18″ range are quite likely within a general areas of 6-12″ of snowfall over the Blizzard Warning area. This will bear watching.

3.) Strong Winds and Impact on Trees and Wires Given Prior Wet Snowfall
The snow for Monday shouldn’t be quite as heavy and wet as Friday but the initial snow that starts falling for the first few hours may be we and heavy and then get lighter as the storm progresses. Winds now are expected to be much stronger particularly in the Blizzard Warning area but also in southeast portions of the Winter Storm Warning area. The snow that falls and the strong to damaging winds particularly in the blizzard warning and at the coast as well as southeast portions of the Winter Storm Warning area coupled with any weakened trees and wires from the Friday storm event could cause scattered pockets of tree and wire damage and power outages. This potential continues to bear watching and people in the highest risk areas should closely monitor this potential.
